Following the high needs funding consultation in Spring of this year the decision has been made to implement the new funding arrangements from September 2018.
Further work has been completed on the banding descriptors.
The consultation about improving our high needs funding systems ran from Wednesday 13th December 2017 to 9th February 2018.
We asked for views on our proposals to reform the way in which education providers are funded for delivering high needs support to children and young people with special educational needs and/or disabilities (SEND).
The requirement to improve our high needs funding systems is an objective within the 2017-20 SEND Strategy for Suffolk.
The proposal was to establish a fairer, more transparent and easily understood set of high needs funding policies. Funding is not being reduced, the consultation helped to determine the fairest way to use the budget we have.
The new model was drawn up by working with the Schools’ Forum High Needs Funding group. The group which has members from across a range of providers, worked hard over the last six months to ensure that the proposals put forward acknowledge and respond to the needs of providers. As the views of parents are an important part of this process, we worked with SPCN and SENDIASS to put together a consultation document specifically for families to explain the proposals.
Moderation will be completed on a rolling programme between September 24th and November 28th.
A timetable of dates will be published by the end of term. Schools will need to complete the data sheet and complete the new electronic evidence pack (template to be circulated by end of term).
All evidence will be electronically submitted, and no paper copies will be required.
Briefings will be held across the county at a range of locations.

All pupils attending specialist placements including 16+ specialist placements will move to the new funding model in September 2019.
