Support for people with disabilities
Access Suffolk- Experience of including people with special educational needs and disabilities
Here at Highfield we aim to provide an environment inclusive to all children. We are committed to ensuring that all children are given the opportunities and support needed to achieve their full potential.
We acknowledge and respect that each child attending our setting is unique, and some children may require individual support due to their unique set of needs.
We believe good mental well being is key to children’s success to ensure resilience throughout life, and is the responsibility of all staff and community. Evidence based research reinforces our nurturing approach and underpins our ethos.
We therefore have the following procedures in place to ensure equality of access to all.
- Families are welcomed to visit when expressing an interest in Nursery.
- We have several evening introductory sessions for parents/carers offered a place for their child. This is an opportunity to build parent/carer partnerships.
- Every new child receives a home visit from our staff. Teachers and key workers visit the child at home where parents/carers can express concerns. Due to Covid restrictions - home visits currently take place in the nursery garden
- During the first few weeks at Nursery each child is observed and assessed by their teacher and key workers in relation to their involvement levels and well being. Immediate concerns are shared with parents and the Special Educational Needs and Disabilities Co-ordinator (SENDCO).
- We follow a system of assessment focusing on every child’s mental well being and involvement, and their development (To follow Suffolk’s Ten Year Strategy 2012-2022) Each child's resilience is measured and tracked throughout each term. We feel it is wholly applicable to young children as it focuses on the fundamental areas necessary for life long learners. It offers interventions and support methods to strengthen emotional health.
- Physical development, Personal, Social and Emotional development and communication and language will also be assessed. Where possible, children are supported with individual support plans. Strategies can be incorporated within home and school.
- After discussion with parents/carers outside professionals will be contacted if needed.
- An Education, Health and Care Plan may be introduced upon review with other agencies. This is a statutory document which outlines the strengths and support needed from 0 – 25 years old. This will be reviewed annually by all the agencies involved.
- Parents/carers will be able to access Suffolk’s Local Offer with support from the SENDCO and other professionals. This is a directory of services offered to support their child.
- Parents/carers of a child on an EHC Plan will be given direct payments so that they can make their own choices with regards to their child’s care.
- Medical conditions including mental health are supported as above.

Support for people with disabilities
- Experience of including people with special educational needs and disabilities
Suffolk’s Local Offer gives you clear, accessible and accurate information about the services available for children and young people with special educational needs and/or disabilities (SEND).
In Suffolk we want services that are able to respond to local needs and aspirations. This is why children, young people and their parents/carers work with the county council and partner organisations to review and develop services. The process of services working alongside children, young people and families as partners is called ‘co-production’.
Suffolk's Local Offer website holds information about education, health and care services, as well as leisure activities and support groups – all in one place.
The information available on the Local Offer website describes the support available to families, and all children and young people with SEN and/or disabilities.
This support includes:
- universal services for example early years and childcare providers, schools and GPs;
- short-term support for children and young people with SEND who require additional support (in addition to what’s provided by universal services); and
- specialist services for children and young people with SEND who need specific longer-term support.
The information about services and support detailed in the Local Offer website, which is part of Suffolk InfoLink, is provided by organisations, and not by Suffolk County Council. Even though an organisation, group, activity or service is included it does not mean it is recommended by Suffolk County Council, or that we have checked its quality. We recommend that you should always check with providers to be confident that their service or organisation meets the needs of your child, children or family.
Services who wish to register, please use our guidance document co-produced with the Suffolk Parent Carer Network, for further information on what to include on your record. Our record review process sets out our expectations on keeping your information up-to-date.
If you would like to provide feedback on any service listed within our Local Offer, please complete our feedback form on the right-hand side of the page.

How do East Ipswich Children’s Centres cater for children and families with special educational needs and/or disability?
Children's Centres are for families with children under five. In Suffolk we have joined up our Children’s Centre’s with our Health Visiting service, as we believe this will provide you with the best care and support. The Children's Centre teams are made up of Health Visitors, Healthy Child Practitioners and Health and Children's Centre Advisors.
At Treehouse, Ravenswood and East Ipswich outreach Children’s Centres, we are committed to promoting and providing high quality learning and play opportunities. We believe in valuing and respecting each individual in a welcoming, accessible and inclusive environment. The centre has an equal opportunity policy which is reviewed as a minimum yearly. We offer a range of universal and targeted support and services which are designed to meet the needs of all users.
Where possible, all our group activities are planned to meet individual children’s needs. We work within the Early Years Foundation Stage framework, and will capture evidence of your child’s progress as she/he attends the centre. Play sessions will offer activities which can be arranged to meet the individual needs and requirements of children and adapted sessions to meet individual’s needs. All our toys and equipment are suitable for children aged 0 to 5 years and we have a range of specialist resources, including sensory equipment.
We offer a range of parenting courses to help support parents in supporting their children. Topics covered in the course: strategies around behaviour, setting routines and boundaries and much more. Please see our timetable for a full list of groups and for more information.
How will staff support my child's needs?
Staff are on hand during our activities and can offer help and support as required. One-to-one support is available for families in the home and we will work in partnership with you and other agencies in meeting your families and child’s individual needs. Your child is at the heart of our service, and should you require additional help, we will work with you to help identify any areas of concern, ensuring your child’s wishes and feelings are at the centre of the support. We are trained to use the Common Assessment Framework to ensure that we are able to undertake a good assessment of your child’s needs, recognising and building on their strengths.
Information, advice and guidance is available and we can help to signpost you to other relevant local services and support as required. These can include
The Special Educational Needs and Disability Information, Advice and Support Service (SENDIASS) which provides information, advice and support to young people and children with SEN or disabilities aged 0-25 and their parents, about education, health and social care
Suffolk Early Learning Together Service
Speech and Language Therapists
Behavioural Support Services
Specialist Services
When it is time for your child to start attending nursery or school, we can support you the transition period as we know this can be both challenging and an emotional time. Together, we can develop a transition plan which will help ensure that there is a smooth transition for you and your child.
We work closely with other agencies in the community and have good links with Ipswich Opportunity group, which offers families a range of support services and where children with SEN can access play activities.
What arrangements are in place to ensure that North and East Ipswich Children’s Centres are accessible for children and families with special educational needs and/or disability?
Our Centres are DDA compliant and are fully accessible from all entrances and exits.
Our outdoor play areas have easy access and consist of some concreted areas, softer outdoor flooring and grass. We have covered areas at both sites. We ensure all outside venues are accessible to all our families Within the centres we have accessible toilets with baby change facilities which include emergency alarms. All the rooms have non slip flooring and have a mixture including a carpeted area.
The furniture within both centres is entirely moveable and adaptable allowing us the flexibility of creating and moving spaces if required. All resources and equipment are displayed at child-height, and are fully accessible, allowing children to make independent choices about their play.
What training or experience do the staff supporting children and young people with SEND have?
The Centre is an inclusive setting with staff experienced and trained in early years care and education.
Staff Training undertaken includes
ECAT – Every Child a Talker
Autism Awareness and supporting families
WelComm – staff are trained to undertake WelComm (Speech & Language) assessments and support parents in helping their child’s language development

Support for people with disabilities
- Experience of including people with special educational needs and disabilities
Family Hubs are for families with children under five. In Suffolk we have joined up our Children’s Centre’s with our Health Visiting service, as we believe this will provide you with the best care and support. The Hub teams are made up of Health Visitors, Healthy Child Practitioners and Health and Children's Centre Advisors.
We are committed to promoting and providing high quality learning and play opportunities.
These can include:
- The Special Educational Needs and Disability Information, Advice and Support Service (SENDIASS) which provides information, advice and support to young people and children with SEN or disabilities aged 0-25 and their parents, about education, health and social care
- Suffolk Early Learning Together Service
- Speech and Language Therapists
- Behavioural Support Services
- Specialist Services
When it is time for your child to start attending nursery or school, we can support you the transition period as we know this can be both challenging and an emotional time. Together, we can develop a transition plan which will help ensure that there is a smooth transition for you and your child.
We work closely with other agencies in the community and have good links with Ipswich Opportunity group, which offers families a range of support services and where children with SEN can access play activities.
What arrangements are in place to ensure that we are accessible for children and families with special educational needs and/or disability?

How does High Suffolk & Eye Family Hub cater for children and families with special educational needs and/or disability?
Family Hubs are for families with children aged 0-19 years and up to age 25 for those with SEND. In Suffolk we have joined up our Children’s Centre’s with our Health Visiting service, as we believe this will provide you with the best care and support. The Hub teams are made up of Health Visitors, Healthy Child Practitioners and Support and Information Officers.
At High Suffolk & Eye Family Hubs, we are committed to promoting and providing high quality learning and play opportunities.
Play sessions will offer activities which can be arranged on different heights including floor level and we can adapt sessions to meet individual’s needs. Toys and equipment are suitable for children aged 0 to 5 years and we have a range of specialist resources, including sensory equipment.
We offer a range of parenting courses to help support parents in managing challenging behaviours. Please see our timetable for a full lists of groups and for more information.
Together, we can develop a transition passport which will help ensure that there is a smooth transition for you and your child.
We work closely with other agencies in the community and have good links with Eye Opportunity Group, which offers families a range of support services and where children with SEN can access play activities. Eye Opportunity Group has a designated notice board at Eye Family Hub.
What arrangements are in place to ensure that High Suffolk & Eye Family Hubs are accessible for children and families with special educational needs and/or disability?
Our Hubss are DDA compliant and are fully accessible from all entrances and exits. The site at Debenham has a disabled parking space outside the front entrance.
Our outdoor play areas have ramped access and consist of some concreted areas, softer outdoor flooring and artificial grass. We have covered areas at both sites. The garden has a mixture of high and low level beds, where children can dig, plant and watch things grow. Within the centres we have accessible toilets with baby change facilities which include emergency alarms. All the rooms at Eye have non slip flooring and Debenham has a mixture including a carpeted area.
The furniture within both centres is entirely moveable and adaptable allowing us the flexibility of creating and moving spaces if required. All resources and equipment are displayed at child-height, and are fully accessible, allowing children to make independent choices about their play.

Support for people with disabilities
- Experience of including people with special educational needs and disabilities
How does Haverhill Family Hub cater for children and families with special educational needs and/or disability?
We are open Monday to Friday, 9.00am to 5.00pm, and are for families with children.
In Suffolk we have joined up our Children’s Centre’s with our Health Visiting service, as we believe this will provide you with the best care and support. The Family Hub teams are made up of Health Visitors (HV), Family Support Practitioners (FSP) and Support and Information Officers (SIO).
We are committed to promoting and providing high quality learning and play opportunities, along with an information service. We believe in valuing and respecting each individual in a welcoming, accessible and inclusive environment. The centres have an equal opportunity policy which is reviewed at least on a yearly basis. We offer a range of universal and targeted support and services which are designed to meet the needs of all users.
Where possible, all our group activities are planned to meet individual children’s needs. We work within the Early Years Foundation Stage framework, and will capture evidence of your child’s progress as she/he attends the centre. Play sessions will offer activities which can be arranged on different heights including floor level and we can adapt sessions to meet individual’s needs.
All our toys and equipment are suitable for children aged 0 to 5 years and we have a variety of specialist resources, including a range of sensory equipment.
We offer a universal parenting course, sign-post to Parenting Partnership and one-to-one support in order to help all parents manage challenging behaviours. Please see our timetable for a full list of our groups and for more information.
How will staff support my child's needs?
Our staff are available during our activities and can offer help and support as required. One-to-one support is available for families in the home. We will work in partnership with you and other agencies in meeting your families and child’s individual needs. Your child is at the heart of our service - should you require additional help, we will work with you to help identify any areas of concern, ensuring your child’s wishes and feelings are at the centre of the support. We are trained to use the Common Assessment Framework to ensure that we are able to undertake a good assessment of your child’s needs - recognising and building on their strengths.
Information, advice and guidance is available. We can help to signpost you to other relevant local services and support as required. These can include:
- The Special Educational Needs and Disability Information, Advice and Support Service (SENDIASS) which provides information, advice and support to young people and children with SEN or disabilities aged 0-25 and their parents, about education, health and social care:
- Suffolk Early Learning Together Service
- Speech and Language Therapists
- Behavioural Support Services
- Specialist Services
When it is time for your child to start attending nursery or school, we can support you through the transition period as we know this can be both challenging and an emotional time. Together, we can develop a transition passport which will help ensure that there is a smooth transition for you and your child.
What arrangements are in place to ensure that we are accessible for children and families with special educational needs and/or disability?
Our Hubs are Disability Discrimination Act (DDA) compliant and are fully accessible from the entrance and exit. Cartwheels has dedicated parking at the rear of the centre (and additional parking adjacent at Clements Surgery if required), automatic front door entrance / exit, and lift access to the children’s centres’ playrooms on the first floor. At On-Track there is parking to the side of the building with one dedicated disabled parking space.
At On-Track the playroom is accessible via two slopes leading to a standard width door entrance, from which there is a shallow slope to the play area.
Within the hubs we have accessible toilets with baby change facilities which include emergency alarms. All the rooms at both centres have a mix of non-slip flooring and carpeted areas.
The furniture within both centres is entirely moveable and adaptable allowing us the flexibility of creating and moving spaces if required. All resources and equipment are displayed at child-height and are fully accessible, allowing children to make independent choices about their play.
What training or experience do staff supporting children and young people with SEND have?
The Hub is an inclusive setting with staff experienced and trained in early years care and education.
Staff Training undertaken includes:
· Autism Awareness and supporting families
· WelComm – staff are trained to undertake WelComm (Speech & Language) assessments and support parents in helping their child’s language development
· Elklan – training to support staff working with children with speech, language and communication needs:

At The Oaks Family Hub, we are committed to promoting and providing high quality learning and play opportunities. We believe in valuing and respecting each individual in a welcoming, accessible and inclusive environment.
We offer a range of universal and targeted support and services which are designed to meet the needs of all users.
How does The Oaks Family Hub cater for children and families with special educational needs and/or disability?
Family Hubs are for families with children age 0-25. In Suffolk, our Children's centre and Health Visiting service are one team and based within the Family Hub, we believe this will provide our families with the best care and support, enabling them to provide the children in their care the best possible start. The Health and Children's centre service team is made up of Health Visitors, Healthy Child Practitioners, School Nurses and Health and Children's Centre Advisors.
At The Oaks Family Hub, we pride ourselves on providing a welcoming and stimulating environment for all who come to see us. We aim to provide an inclusive environment where our families can feel safe and supported. Our groups, where possible, are planned within the Early Years Foundation Stage framework. This planning will look at the needs of individuals within the group and provide many opportunities for them to express themselves and grow with a range of options for open ended play, which in turn encourages an inclusive environment where everyone can express themselves and learn together. We also strive to make sure that every family and has a comfortable and non-judgmental experience when visiting The Oaks family hub.
We value and respect all of our families and embrace the opportunity to celebrate their diversity. The Oaks Family Hub has an equal opportunity, inclusion and diversity policies which are reviewed at least yearly. We offer a wide range of universal and targeted services which are designed to meet the needs of all of our families.
We offer a range of parenting courses to help support parents in managing challenging behaviour. Please see our timetable for full details of the groups and services we offer.
How will staff support my child's needs?
Firstly we will respect that parents/carers know what is best where their children are concerned and we will try not to make assumptions about what your child needs. If assistance is needed, there are always members of staff on hand during our groups who can offer help and support as required. One-to-one support is available for families in the home and we will work in partnership with you and other agencies in meeting the needs of your family. Our child approach puts children at the heart of our service, and should you require additional help, we will work with you to help identify any areas of concern, ensuring your child’s wishes and feelings are heard. We are trained to use the Common Assessment Framework and Signs of Safety to make sure we are able to undertake a thorough and realistic assessment of your child’s needs, which will focus on recognising and building on their strengths, in partnership with their family and any other professionals involved in their care.
Our Health and Children's centre advisors are always on hand to offer information, advice and guidance and we can help to signpost you to other relevant local services and support as identified. These can include:
